Instructions:

  1. Prepare the Filling: In a large pan, melt a tablespoon of butter over medium heat. Add the chopped onions and cook until translucent. Add the minced meat and cook, stirring occasionally, until browned. Drain excess fat if necessary.

  2. Add Spices: Stir in the flour, cumin, paprika, oregano, salt, and pepper. Cook for 1-2 minutes to blend the flavors. Pour in the tomato paste and mix well. Add water or beef stock, bring to a simmer, then reduce heat and let it cook for about 15 minutes until the sauce thickens slightly. Set aside to cool.

  3. Assemble Öçpoçmaq: Preheat your oven to 180°C (350°F). Grease a deep baking dish. Lay one sheet of phyllo dough in the bottom of the dish, brushing the edges with melted butter. Repeat this process, laying down a total of four sheets, each time brushing the top layer with butter and leaving a small border uncovered at the top.

  4. Distribute Filling: Spread half of the cooled meat mixture evenly over the phyllo layers. Sprinkle some chopped parsley on top (optional).

  5. Assemble Layers: Repeat the phyllo and filling process, ending with a layer of phyllo dough. Ensure you brush the top layer generously with butter. Cut into equal-sized squares to create individual portions.

  6. Bake: Place the baking dish in the preheated oven and bake for approximately 30-35 minutes or until the phyllo is golden brown and crispy.

  7. Serve: Remove from the oven, garnish with fresh parsley, and serve with lemon wedges on the side if desired. Öçpoçmaq can be enjoyed as a main course or as an appetizer, paired with a refreshing yogurt sauce or hummus.
